V New Orleans je na břeh vyplaveno tělo kongresmana Dana McLana, bývalého agenta NCIS. Gibbs se tu opět setkává s bývalým kolegou, zvláštním agentem Dwaynem Cassiusem Pridem. Začnou společné vyšetřování ve spolupráci s FBI. Oba týmy musí zjistit, zda se jednalo o politicky motivovanou vraždu, anebo zda souvisí s nejznámějším McLanovým případem.
