Při večerním kondičním běhu zasáhne muže střela přímo do hrudníku. Obětí je Scott Roebuck a jeho mrtvé tělo je nalezeno ve vodě. Kriminálník Stefan Delmar, který měl svědčit v jednom z případů, je také nalezen mrtvý, připoutaný řetězy. Byl v ochraně svědků a vyšetřovatelé mají podezření, že uvnitř FBI došlo k úniku informací.
